The Government instructed the relevant departments to draft required proposals, as said at the website of the Cabinet Council.

Ministry of Industry and Trade, Ministry of Energy, Ministry of Economic Development, FAS have beeninstructed to submit to the Cabinet their proposalson enactment of obligation in the contracts with foreign contractors to purchase the relatedequipment under investment projects from Russianproducers or to allocate such equipment production, before 15th June.

Within the same term the ministries are to submitproposals on larger attraction of small and mediumenterprises to implementation of import substitution plans in the industry and proposals on monitoring automation for import substitution plans implementation using the state industrial information system.

In addition, Ministry of Industry and Trade, Ministry of Energy, Ministry of Agriculture, Ministry of Finance, MED have been instructed to submit before 15th June their proposals on expansion of special investment contracts techniques implementation for the purpose of import substitution policy implementation.

At the same time, Ministry of Industry and Trade, Ministry of Energy, MED were instructed to submit before the 20th June their proposals on listing mechanism of future demand in engineering products required for investment projects implementation based on state services purchase.

Before the 20th July the representatives of theGovernment of the Russian Federation in the Boardsof the state companies were also instructed to bringbefore the Cabinet draft guidelines on adaptation of the corporate plans for import substitution with regard to supply of oil-and-gas machineries and introduction of amendments to the purchase policy of the companies with regard to long-term contracts with Russian suppliers under assured equipment supply package for future periods, the equipment unparalleled in the Russian Federation.
